Colorful, silly, and extremely shallow, this series never seems able to find a comfortable place between seriousness and comedy. It doesn't help that the whole premise (humankind forced underwater by an alien invasion) comes off as poorly conceived from the get-go. It serves as more evidence of Ohbari Masami's lack of talent as a film director, he really should have stuck with design work.
